Handrails are continuous on at least one side for stairs with 4 or more risers. They must be mounted 34″-38″ above the stair nosing, with a non-circular handgrip cross-section from 1-1/4″ to 2-1/4″ and not less than 1-1/2″ clear of any wall or surface. The guide also sets edge and spacing requirements at the ledger and band joist. Ledger top edge distance is 2″, bottom edge distance is 3/4″, end distance is 2″, and row spacing is 1-5/8″. Castle Rock allows emergency escape windows under a deck or porch only when the deck location lets the window fully open and provides a path at least 36″ high to a yard or court. For walkout basements or patios, that path must be 6′-8″. This is a common place where a deck that looks fine from above can create a basement code problem below.
An electrical outlet is required on decks. That detail should be planned with the framing and finish layout, not added after railings and decking block the clean route. Stairs also require illumination, so the electrical plan belongs in the deck design rather than as a late accessory.
